Abstract
Focus of this research is school sophisticate leader, transparant management, sustainable, educational policy programs, cooperations atmosfire between the school communities and quality education. This research has purpose to test leadership influence (that is performed by principal), teachers, and member of school committe) and school's policies (through education programs) that is accomplished as means for attaining the qualified education. This research was done on several high schools, whether state and or private owned, amounted bv fourteen schools and locoted on Semarang City Educational Agency. It is categorized as explanatory research for its type, which is highlighted the three research variable influences. Population amount on this research was 822 persons, and samples are took 15% of its population amount, thus obtained ll9 respondents that is determined according to purposive sampling. Its data was gathered using questioner for all of variables. Questioner already experienced trial run and analyzed their validity-reliability, with result excellent. Data analysis used quantitatively ones with variable influence test used linier regression analysis and hypotesa (t-test and F-test). Results showed that leadership and school's policies variable having significantly influence toward education quality on Semarang City high schools, and school's policies variables have the highest influence toward education quality on Semarang City high schools. The policies and leadership.factor in the senior high school of Semarang city which apart in this research showed excellent category and education quality can be reaced by well through student academic achievement, teacher and educational service that result of excellent category, specially in the leadership in the leadership factor but in managerial procces its sometimes are weekness in coordinate process and decition maker. In fact the school policy needed open white of management in the school resources management.A good quality education more intensive or focus in the education service have a good achievement in their ability.
