Abstract

The purpose of this study is to determine the effect of human resource competence, leadership style and administration system improvement, simultaneously and partially to the preparation of performance budgeting at government offices in Semarang City. Independent variables used in this research are human resource competence, leadership style, and improvement of administrative system, while the dependent variable is performance based budgeting. Population used in this research is Tourism Department, Department of Hygiene, Education Office, Social Service, and Department of Youth and Sports Semarang City. Sampling method used is cluster sampling technique. The data used in this study is the primary data. The tool used in this research is a questionnaire. The results of this study indicate that the competence of human resources, leadership style and improvement of administrative system, partially positively affect the preparation of performance budgeting.. Simultaneously the competence of human resources, leadership style and improvement of administrative system have a significant effect on performance budgeting with significant level 0.000 <0,05. Adjusted value R^2 shows the result of 84.4% performance budgeting influenced by human resource competence, leadership style and improvement of administrative system, while the rest of 15,6% influenced by other variable outside this research.
